First round of tweets based on THIS story, about L.A. City Controller (L.A. Mayoral Candidate) and L.A. City Council (also, consisting of L.A. Mayoral Candidates) call for ethics training of L.A. City workers, amidst discovery that city workers are taking bribes and stealing animals from shelters, among other things. But MORE IMPORTANTLY, it's NOT this this is happening, but that the FBI is now BUSTING people for it. (The way it works at L.A. City Hall, once it "hits the fan," run out and call for an audit and demand for accountability! See Deming's 14 Points on "empty exhortations as a substitute for leadership. Aka: Blaming the individual, instead of fixing the broken system. But, I don't think they wanted this BRIBE system FIXED, until FBI started poking around and making arrests.)

Los Angeles city employees would be required to complete training to identify cases of fraud under a proposal that will be considered tomorrow by the Los Angeles City Council. [BECAUSE THE 1% WHO ARE STEALING ANIMALS AND TAKING BRIBES DIDN'T KNOW THEY WEREN'T SUPPOSED TO! But if you DEMAND TRAINING, says to FBI, "I did MY part! I called for, 'accountability!' If they take a bribe, now, I can't help it!" (Although no system (especially a leadership system) was implemented to improve the system/reduce bribes.)]The ordinance is being pushed by Controller Wendy Greuel, who is also a candidate for mayor [and that's the most important part], as part of her efforts to reduce what she calls “waste, fraud and abuse,” [and use it for her campaign flier when she runs for mayor, if WENDY GREUEL, who may and/or is ALSO underr FBI scrutiny even MAKES it to the 2013 election.]
Currently, city employees undergo bi-annual ethics and sexual harassment training. [As if that's ever stopped anyone who wanted to violate those laws.]
“Without strengthening the city’s enforcement and controls to decrease the incidence of fraud, waste and abuse, the city is placing itself at risk. We cannot simply maintain the status quo,” Greuel wrote in a letter to members of the city council. [Had Wendy Greuel read my, "Interpreting Deming's 14 Points," she would have said, "Without the mayor getting his back into city business; and without a decision to run a clean city hall, FROM THE MAYOR/CONTROLLER & COUNCIL OFFICE'S TO BEGIN WITH, because these employees believe YOU are on the take/corrupt/unethical, so that is how they justify it in their minds."
And, the other problem is you CONTINUE TO ALLOW ROBERTO ALDAPE to maintain his position in the L.A. Housing Department, so the "culture of corruption," will continue. WHO ARE YOU TRYING TO FOOL, CITY HALL? THE FBI IS INVESTIGATING ELECTED OFFICIALS FOR TAKING BRIBES FROM DEVELOPERS! WHAT DO YOU THINK THEY ARE GOING TO DO, THEN?
It is unclear what repercussions an employee would face if he failed to report suspected cases of fraud. A spokeswoman for the controller’s office said it is likely that general managers would be the ones to address any disciplinary actions. [WOW! Off to a great start! Jump out with this big annoucement, but you have ALREADY PROVED YOU HAVE NO METHOD/HAVE NO IDEA WHAT YOU ARE DOING. Just making a mere "empty exhortation!" (MAKE LESS ERRORS! WORK HARDER! GET BETTER GRADES! DO A BETTER JOB! DON'T TAKE BRIBES! DON'T STEAL ANIMALS FROM THE CITY SHELTER!]
The ordinance was prompted by recent cases of fraud and abuse in Building and Safety, Animal Services, Transportation and the Housing Department. [AND WENT ON FOR YEARS, AND WOULD HAVE CONTINUED TO HAD IT NOT BEEN CAUGHT BY ZUMA DOGG...I MEAN BY THE FBI!]
